A move to Dubai often begins with a simple idea: a new job, an international business or a warmer base for remote work. Turning that idea into a legal, sustainable move starts with choosing the residence route that matches what you will actually do.

Dubai’s infrastructure and international connections are attractive, but a visitor visa is not a substitute for permission to live and work. This guide maps the main pathways and the questions to resolve before you book a one-way flight.

Short-term entry: explore before committing

Visa on arrival and tourist visas

Eligibility depends on nationality and sometimes other residence or visa permissions. Different visitor products have different entry validity and permitted stays; do not assume everyone receives 30, 60 or 90 days.

Check the official rules for your passport, passport validity, return or onward travel and insurance before departure. An exploratory visit can help you compare neighbourhoods, interview advisers and understand commuting, but does not authorise starting a job.

Job exploration visa

The UAE offers eligible applicants a sponsor-free jobseeker visit visa for 60, 90 or 120 days. Its qualification, professional or recent-graduate criteria and financial guarantee mean it is not a general option for every job applicant.

Use the time for interviews and recruitment. Before starting work, the employer must arrange the proper employment permission; an offer letter by itself does not change visitor status.

Long-term pathways to live in Dubai

Employment residence

For many professionals, a job with a properly licensed UAE employer is the clearest route. The employer manages the relevant work-permit and residence applications, with the exact channel depending on its jurisdiction.

Before accepting, review the employer, contract, job title, salary, insurance, probation and who pays each required cost. Ask how the residence and any family applications will be handled if the job ends or you change employer.

Business and investor residence

A qualifying company setup can support an owner or partner’s residence application. The activity, mainland or free-zone authority, premises and immigration arrangements all matter.

A zero-visa licence may be suitable for one business plan but not for a founder who needs UAE residence. Our Dubai business setup guide separates these costs and decisions.

Real estate investment residence

Dubai Land Department operates property-related residence services, including Taskeen and a separate Golden Residence route. Purchase value, ownership documentation, finance arrangements and the exact service conditions must be checked before relying on a property as a relocation plan.

Ask DLD whether your specific property and ownership share qualify. Reserve separately for registration, ongoing service charges, maintenance and residence processing; a purchase price is not the total relocation cost.

Remote or virtual work residence

Dubai’s virtual working programme provides a one-year route for eligible people working remotely for an overseas employer or business. The official programme describes a minimum monthly income of US$3,500 alongside supporting evidence and other requirements.

Check the current application service’s document list, insurance and renewal terms. This route does not automatically authorise unrelated local work or replace a UAE business licence where one is required.

Student residence

Admission to an appropriate institution can support a student residence application under the applicable sponsorship arrangement. Ask the institution about the programme, permit duration, health insurance, accommodation and any separate work permission.

An admission offer, scholarship award and residence approval are different milestones. Avoid paying non-refundable relocation costs before the institution explains the visa process and refund terms.

Retirement residence

Dubai has a renewable five-year retirement route for eligible applicants aged 55 or above. DLD’s property-based retiree service describes a qualifying purchase value of at least AED 1 million, with additional conditions.

Income, savings and combined routes can have different evidence requirements. Use the exact service you intend to apply under; public summaries may show different financial figures, so do not combine several routes’ thresholds into a single rule.

Family sponsorship

A resident spouse or parent may sponsor eligible family members subject to the applicable conditions. Prepare relationship evidence, any required attestation, insurance, accommodation evidence and the sponsor’s financial documents.

Residence through family sponsorship does not automatically confer every form of employment permission. Ask the prospective employer and relevant labour authority what is required before a dependant starts work.

Self-sponsored Green and Golden Residence

Green Residence

Green Residence is a five-year renewable option for eligible skilled workers, freelancers, self-employed people, investors and partners. It is an eligibility-based permit, not a general relocation pass.

The skilled-worker and freelance categories have different employment, qualification and financial evidence. Check the current ICP criteria and the Dubai application channel before buying a freelance package specifically to pursue it.

Golden Residence

Golden Residence covers defined investor, entrepreneur, talent and other eligible categories. Duration and documentation are category-specific; do not assume every category lasts ten years or that a nomination guarantees issuance.

Review the official criteria against your actual achievements or investment. Treat promises of guaranteed approval without a documented qualifying basis cautiously.

The standard residence process

The order varies by route and whether you are inside or outside the UAE, but a practical sequence is:

  • Confirm eligibility, sponsor or self-sponsored category and the responsible authority.
  • Submit the entry application, or arrange an eligible change of status if already inside the country.
  • Complete required medical fitness screening, insurance and Emirates ID biometrics.
  • Confirm residence approval electronically and follow the Emirates ID delivery process.
  • Complete household arrangements such as a lawful tenancy, utilities, banking and school admission.

Check the dates on your actual entry permission rather than copying someone else’s deadline. A delayed appointment does not automatically extend your lawful stay.

Documents to organise before moving

Keep clear copies and originals available where required:

  • A passport with the validity required by the application, commonly at least six months, and compliant photographs.
  • Job contract, business ownership records, property evidence, university admission or other route-specific support.
  • Attested educational or professional qualifications where required for the role.
  • Bank statements, salary or business-income evidence when the category requires them.
  • Marriage and birth certificates for family applications, with the required attestation and translation.
  • Current visa, cancellation or entry records, medical results and insurance documents as applicable.

Only send sensitive documents through a verified official channel or to a checked adviser. Confirm the recipient and purpose before sharing passport or bank records.

Build a relocation budget that survives the first year

Separate immigration charges from living costs. Initial housing payments, deposits, utilities, insurance, school fees, transport and emergency savings can outweigh the visa application fee.

Ask for both initial and renewal costs. For a family, compare insurance coverage and school admissions before choosing a neighbourhood; an inexpensive home may create a costly daily commute.

Dubai is tax-efficient for many people, but personal income-tax headlines do not settle corporate tax, VAT or home-country tax residence. Get advice tied to your nationality, income and business structure.

Frequently asked questions

Can I move first and find a job later?

An eligible visitor or jobseeker route may allow an exploratory stay. It does not authorise employment before the required permissions are completed.

Does UAE residence give permanent residence or citizenship?

The listed permits are conditional residence categories with their own validity and renewal rules. They should not be marketed as an automatic path to citizenship.

Which route is cheapest?

The lowest application fee is not necessarily the best option. Compare eligibility, lawful work rights, annual renewals, insurance, family needs and the cost of maintaining any business or property.

Start with your purpose, then choose the visa

Write down whether you will take local employment, run a business, work remotely, study, retire or join family. Match that purpose to a documented route before committing to a property, company package or move.

Explore our Dubai neighbourhood and sightseeing ideas during a research visit, then discuss your file with GDRFA, the relevant authority or a qualified relocation adviser. What is your main reason for considering Dubai?
