Starting a Qatar business begins with the activity you will actually perform, not the cheapest advertised licence. Ownership, customer access, premises, tax and immigration must fit the same operating plan.

Compare three distinct routes

Mainland registration through MOCI

Eligible foreign investment can receive up to 100% ownership under the applicable framework, subject to activity approval and restrictions. It is not a blanket entitlement for every sector: check the current permitted activity and any regulator approval through the Single Window.

Qatar Financial Centre

QFC is an onshore business framework with its own permitted activities and legal and tax arrangements. It should not be described as simply another offshore free zone. Check whether the proposed service, structure and premises meet its licensing rules.

Qatar Free Zones

QFZ targets suitable investment projects within its framework, including logistics, industry and technology. Selection, facility needs and the commercial plan matter; do not assume any solo freelancer can purchase a generic low-cost package.

Step-by-step setup

  1. Define activities, customers, ownership and whether you need sector approval.
  2. Compare jurisdictions, legal forms, premises and a first-year operating budget.
  3. Prepare shareholder identity records, beneficial-owner information and attested corporate documents where applicable.
  4. Obtain incorporation or commercial registration and the operational licences required by the chosen authority.
  5. Complete banking, accounting and tax registration obligations; incorporation does not guarantee a bank account.
  6. Confirm establishment and immigration procedures before requesting an investor or employee residence route.

Company ownership is not a residence permit

Immigration approval is a separate decision. Ask the authority which residence category applies, whether the applicant must enter under a particular permit, and what medical, biometric, identity-card and renewal steps are required.

Eligible founders may also consider the Startup Qatar entrepreneur residency programme, which uses recognised incubator endorsement and other requirements. It is not an automatic benefit of owning any company, nor should it be labelled a universal freelance visa.

Taxes: avoid the “everything is tax-free” claim

Qatar's general corporate income-tax framework commonly applies a 10% rate to relevant taxable income attributable to foreign ownership, with exceptions and special regimes. QFC describes a 10% corporate tax framework, while qualifying QFZ entities have specific incentives, including advertised corporate tax holidays subject to their rules.

Large multinational groups and cross-border payments can raise additional obligations. Confirm the entity's actual position with a qualified adviser rather than applying an individual salary-tax statement to company profits.

Costs and realistic timelines

Request an itemised official quote for registration, annual licensing, premises, immigration files, permits, medical tests, identity documents, translation and professional services. Add bank charges, insurance, salaries and renewal costs; a headline licence price is not the full setup budget.

Processing depends on activity, document legalisation, banking and immigration review. Do not sign a lease or promise a launch date based on an unverified “visa in a few days” advertisement.

Family and employees

Confirm dependent sponsorship requirements separately, including relationship documents, housing and income conditions. Staff need the correct work authorisation; a business licence or tourist entry does not authorise employment.
