Starting a company in Oman and securing the right to live there are connected decisions, but they are separate approvals. A commercial registration alone is not a residence permit, and an investor residence approval does not remove a business's licensing obligations.

This guide helps international founders organise the process before buying a package. Confirm your activity, nationality-specific requirements and current residence product with the relevant authorities.

Key takeaways

  • Foreign ownership is available for many activities, with reserved activities and sector conditions.
  • Mainland and zone options serve different operating needs.
  • Golden Residency is a qualifying investment route, not an automatic benefit of every new company.
  • Obtain an itemised first-year and renewal quotation.

Step 1: Define the activity and customer location

Write down what the company will actually do, who will pay it and where work will happen. Importing goods, consulting, manufacturing and regulated professional services have different requirements.

Check whether the activity is open to foreign investment and whether a professional or sector approval is necessary. An attractive company name cannot substitute for an approved activity.

Step 2: Compare onshore and zone structures

An onshore operation may suit a business focused on customers and premises within Oman. Economic zones and free zones can be relevant for logistics, industry or export-oriented activity.

Evaluate location, premises, customs arrangements, staffing requirements and access to customers. Do not choose a zone solely because an advertisement mentions tax advantages.

Step 3: Register and license the business

Prepare the proposed ownership structure, company documents and required approvals. Arrange any lease or premises evidence relevant to your activity.

Ask which registrations are included in the service quote and which come later. Commercial registration, municipal or sector permissions, tax registration and labour arrangements are not interchangeable.

Step 4: Choose the residence route

The official Golden Residency portal describes a ten-year programme with qualifying business, financial investment, property and other routes. MoCIIP's programme announcement describes investment pathways starting from OMR 200,000, subject to route-specific conditions.

That investment amount is not a government processing fee or a promise that every asset qualifies. Obtain current written criteria for the exact route, including evidence, holding requirements and family eligibility.

Gov.om also lists an investor visa service requiring approval from the competent authority. Make sure the product you apply for matches your approval; do not combine older five-year and ten-year thresholds from unrelated pages into one package.

Step 5: Prepare residence and operational documents

  • Passport copies and compliant photographs.
  • Company registration, ownership and activity documents.
  • Investment evidence and competent-authority approval where applicable.
  • Translated or attested documents when required.
  • Medical, identity and residence documentation applicable to the selected category.
  • Premises and staffing records relevant to the business.

Ask who submits each application, how corrections are handled and what happens if an approval is refused. Never provide false investment or employment evidence.

Step 6: Budget beyond the advertised price

Request separate lines for registration, licensing, premises, immigration processing, medical checks, identity documentation, translations, professional services and bank-related requirements.

Add annual renewals, accounting, tax compliance, insurance, utilities and any staffing obligations. A refundable deposit, qualifying investment and non-refundable service fee should appear separately.

Bank onboarding is its own compliance process. A company licence does not guarantee that a bank will open an account immediately.

Taxes and timelines

Oman's general corporate income tax rate is 15% and standard VAT is 5%, with exemptions and special regimes requiring assessment. The lowest advertised rate is not a universal company entitlement.

Do not describe Oman as permanently free of personal income tax: a personal income tax law is scheduled to take effect in 2028. Obtain advice about both Oman and your existing tax-residence obligations.

There is no reliable universal two-week completion promise. Sector approvals, document attestation, banking and residence checks can change the schedule; request milestones rather than a single guaranteed date.

Family and employees

Family joining and employee permissions require their own eligibility and documentation. Check dependent rules against the actual residence category, and staffing rules before issuing job offers.
