Dubai makes it possible to build a company close to major international markets, transport links and a diverse customer base. For an overseas founder, however, the trade licence and the right to reside are two connected applications—not a single product called a “business setup visa”.
This 2026 guide explains how to choose a jurisdiction, prepare the company file and complete the residence process. Use it to organise your questions before requesting an itemised quote from the licensing authority or a qualified adviser.
Why entrepreneurs choose Dubai
Dubai’s position between major markets, established airports and ports, and broad professional services make it an attractive operating base. Many mainland activities permit 100% foreign ownership, although activity-specific restrictions still matter.
Tax planning needs more care than the phrase “tax-free Dubai” suggests. Ordinary UAE corporate tax generally applies at 0% on taxable income up to AED 375,000 and 9% above it; a qualifying free-zone person’s 0% treatment depends on qualifying income and conditions, not simply a free-zone address.
Personal residence is also different from tax residence. Before moving, check your home-country obligations and the rules applying to your actual business model.
Which business-related residence route fits?
Company-linked investor or partner residence
A mainland company or free-zone business may support an owner or partner’s application through the relevant immigration arrangements. Confirm the exact category, duration and quota with the issuing authority; do not treat “two or three years” as a universal promise.
Ask whether the package contains a licence only, a visa allocation, an entry application or a fully completed residence application. These are different deliverables.
Five-year Green Residence
Green Residence offers an eligible investor or partner a self-sponsored route. Evidence of the investment, an appropriate business licence and the relevant approvals are needed.
Freelance and self-employment routes have their own permit, qualification and financial criteria. A freelance licence sold by a free zone should not be described as automatic approval for Green Residence.
Golden Residence
Golden Residence is a separate long-term category for qualifying investors, entrepreneurs and other eligible applicants. The current ICP guide distinguishes ten-year investor categories from the five-year entrepreneur category; verify the exact Dubai service and approval criteria rather than assuming every founder receives ten years.
An ordinary small company is not automatically a qualifying Golden Residence investment. Get written confirmation of the category before paying for an upgrade or promising residence to family members.
Step-by-step Dubai business setup and visa process
Step 1: Select the activity and jurisdiction
Write down what you will sell, who will buy it and where the work will happen. A consulting business, restaurant, online retailer and regulated professional practice have different approval and premises needs.
- Mainland: consider local trading needs, premises and the activity’s ownership rules.
- Free zone: compare permitted activities, workspace, visa quota, local-market access arrangements and renewal terms.
- Other structures: an offshore holding structure should not be assumed to provide an operating licence or resident visa.
Compare at least two realistic options using the same activity, number of owners and staff count. The cheapest introductory price is not always the lowest annual operating cost.
Step 2: Register the company and obtain the trade licence
Complete the required name reservation, initial approvals and incorporation documents. Depending on the activity, you may need a lease, external regulator approval or additional professional credentials.
Check that the owners’ names match their passports exactly. Keep the licence, constitutional documents, ownership evidence and official receipts together.
Step 3: Open the establishment immigration file
The company may need an establishment card or immigration file before it can sponsor applications. Employment administration and immigration administration may involve different systems.
Confirm that the file is active and that the intended applicant fits the available visa allocation. A licence listing several activities does not necessarily create additional visa slots.
Step 4: Apply for the appropriate entry permission or status change
The next step depends on whether you are outside the UAE or already lawfully inside it. The authority may require an entry permit, or an eligible in-country status adjustment.
Do not assume every permit provides the same 60-day period. Follow the entry deadline, permitted stay and completion conditions printed on your actual document, and keep existing status valid while applications are assessed.
Step 5: Complete medical fitness, insurance and Emirates ID requirements
Attend an approved medical screening where required and complete Emirates ID biometrics when instructed. Arrange the health insurance required for your circumstances.
Book appointments using the same passport details as the residence application. A missing result, inconsistent name or unavailable biometrics appointment can hold up an otherwise straightforward file.
Step 6: Confirm residence approval and Emirates ID delivery
Check the electronic residence record and the Emirates ID application’s progress through official channels. Routine residence completion should not be sold as a compulsory physical “visa stamping” service.
Before travelling, ask the airline and issuing authority what proof is needed if the residence is approved but the physical ID has not arrived. Save the official electronic documents.
Essential documents checklist
Your authority will provide the definitive checklist, but prepare:
- Passport copies, normally with at least six months’ validity for the application, and compliant photographs.
- Trade licence, incorporation or partnership documents and evidence of ownership or investment.
- Establishment-file details and any entry permit, current residence or cancellation documents.
- Medical fitness results, insurance and Emirates ID application or biometrics records as applicable.
- Attested qualifications, professional approvals or translated corporate records where the activity or visa category requires them.
Do not pay for blanket attestation of every document before checking which authority needs it and in what form. Corporate ownership chains and overseas company documents can require more preparation than a simple individual-owned setup.
Costs: build a complete quote
There is no single official all-inclusive Dubai business visa price. Company activity, jurisdiction, workspace, number of owners and the residence route change the total.
Separate the budget into licence and incorporation; premises; establishment-file charges; entry or status adjustment; residence processing; medical screening; Emirates ID; insurance; attestation; and adviser fees. Add annual renewals, accounting, tax compliance and employee-related costs.
For context, GDRFA’s investor/partner Green Residence service lists a base residence charge of AED 200, with additional items and duration-related increases. That is a service component—not the total cost of setting up a company and obtaining residence.
Ask for a quote that identifies government charges, refundable deposits, VAT, optional upgrades and the second-year renewal amount. Visa quotas, cancellation charges and an unsuccessful application policy should be in writing.
Timelines and avoiding delays
Allow a planning window of several weeks after your documents are ready; a simple file may fit two to four weeks, but this is an estimate, not a published end-to-end guarantee. Regulatory approvals, immigration checks, attestation and appointment availability can extend it.
GDRFA’s stated completion time for an individual residence service does not include every preceding company and identity step. Keep a buffer before signing a lease, moving children or booking non-refundable travel.
Three checks before paying
- Confirm the activity permits what you will actually do.
- Confirm the residence category and each applicant’s eligibility.
- Confirm the all-in initial and renewal costs, not just a headline licence offer.
Sponsoring family and hiring employees
Once your own residence is established, family sponsorship may be available subject to income, housing, relationship documents and other conditions. The UAE government describes a general income threshold of AED 4,000 per month, or AED 3,000 plus accommodation; investor cases and individual circumstances still need confirmation.
Attested marriage and birth certificates, insurance and medical checks for adult dependants may be required. Employees need their own lawful work and residence arrangements; the owner’s approval does not authorise staff to begin work.
Frequently asked questions
Can I open the company before moving?
Many preliminary steps can be organised remotely, depending on the authority and ownership structure. Medical screening, identity checks and other residence steps may require your presence.
Does owning a Dubai company guarantee a bank account?
No. Banks conduct their own checks on ownership, activity, source of funds and expected transactions, independently of licensing and immigration approval.
Is a free-zone company automatically tax-exempt?
No. Corporate tax registration, reporting and qualifying-income conditions need separate review.
Your next practical step
Create a one-page brief covering your activity, customers, expected revenue, owners, staff and family plans. Take it to the licensing authority or a qualified business setup consultant and ask for written assumptions, exclusions and renewal costs.
