Setting up a business in Israel requires two separate plans: one for the legal entity and one for the people who will live and work there. Registering shares or paying a consultant does not automatically grant residence, a work visa or a tax exemption.

First decide what you are establishing

Compare an Israeli company, a registered foreign-company presence and other structures with an Israeli lawyer and accountant. The appropriate choice depends on liability, contracts, funding, regulated activity and the people performing the work.

Do not copy a UAE mainland-versus-free-zone package into this market. A business address, local operating licence, tax registration and immigration approvals serve different purposes. A company certificate alone is not permission to operate every activity.

A practical setup sequence

1. Define activity and ownership

Write a specific description of what the business will sell, who its customers are and where services will be performed. Check sector restrictions and professional licensing before committing to premises or capital.

2. Prepare incorporation documents

Use the Corporations Authority's registration requirements for the chosen structure. Foreign documents may require authentication, translation or additional declarations; establish the correct format before paying to legalise papers.

3. Complete banking and tax onboarding

Expect identity, beneficial-ownership, source-of-funds and business-purpose checks. Company registration is not a guarantee that a particular bank will open an account or that an international transfer will clear immediately.

4. Arrange operating compliance

Assess VAT, income or corporate tax, bookkeeping, payroll, social-security obligations and local business licensing with advisers. Israel should not be marketed as a blanket tax-free destination; personal and company tax residence require separate analysis.

5. Resolve immigration before work begins

A visitor admission or ETA-IL does not authorise local employment. Where applicable, the employer needs the relevant permit and the worker the appropriate B/1 status before starting work.

Is there an investor visa?

The official B/5 procedure concerns qualifying investors from a treaty country and specifically addresses the U.S. investor framework. It is not a universal company-owner residence package available to every nationality.

Check the current procedure, applicant nationality, investment evidence and family conditions with PIBA and the responsible consular mission. Do not infer eligibility from having a U.S. residence card or from buying passive property.

Documents and a realistic cost sheet

  • Incorporation and annual registry fees.
  • Legal advice, accountant, translation and authentication.
  • Address, lease deposits, operating permits and insurance.
  • Bank charges, bookkeeping and payroll setup.
  • Immigration applications, employer permits and family applications where eligible.

Request itemised quotes showing government charges versus professional fees, taxes, renewals and exclusions. There is no verified single all-inclusive price or guaranteed two-week timeline for every structure and passport.

Family and ongoing obligations

A principal applicant's permission does not automatically give a spouse work rights. Confirm the exact dependent category, age limits and renewal conditions before relocating the household.

Keep company filings, visa validity and employment permission on separate calendars. Read our legal relocation guide before making a personal move, and obtain case-specific professional advice before investing.
